Question For Torchwood People

I've been seeing the ads for Torchwood: Miracle Day and they make it look awesome.

But, a quick check of Wikipedia tells me it's based on both Dr. Who and another series, called, obviously enough, "Torchwood."

Now, assume that the only Dr. Who I've seen are two or three episodes on PBS in roughly 1984 and never seen Torchwood and that Rome Girl is in the same position.

Is there any chance we'll be able to follow/understand/enjoy Torchwood:Miracle Day?
